SUBJECT:TANF Summer 2004 Youth Employment Program
Purpose:To transmit planning guidance, in a Q&A format, that will assist local areas in the implementation of Local Workforce Investment Areas’ (LWIAs) Summer Youth Employment Program funded with TANF dollars
Background:$15 million dollars has been made available to LWIAs to operate a summer youth employment program. The purpose of the program is to provide full wage subsidy paid summer employment to TANF eligible participants.
Action:
  • Take necessary steps to plan and implement a Summer Youth Employment Program utilizing TANF funds.
  • Refer to, use and assure the guidelines, as outlined in OMB Circular A-87 for cost allocation principles, are observed by youth contractors utilizing TANF funds.
  • Address issues surrounding services to Aliens to ensure that the program serves TANF eligible participants (individuals).
  • Address issues regarding performance if a local area intends to blend WIA and TANF funds.
  • Ensure that eligibility determination/documentation procedures are utilized and maintained for future audit purposes.
